General Summary

Assists the Deputy Director in the planning, implementation, and implementation of agency safety, risk management, emergency preparedness, and operational programs. Supports compliance with OSHA, DOT, FEMA and agency standards through safety inspections, incident investigations, training, and corrective action planning. Assists with facility, vehicle, and asset safety, emergency management, and disaster response efforts, and collaborates with departments to identify and mitigate risks. Provides leadership and support to promote a culture of safety, operational efficiency, regulatory compliance, and continuous improvement across the organization. 
Primary Responsibilities

  1. Provide day-to-day guidance and support to safety and maintenance staff; assist with scheduling, training, and performance evaluations. follow directional support from supervisor. 
  2. Assist in coordinating maintenance operations for agency facilities, equipment, and vehicles to ensure safe, efficient, and timely completion of repairs and preventive maintenance. 
  3. Monitor departmental expenditures with supervisor, assist with budget preparation, and identify opportunities to improve operational efficiency and cost-effectiveness.
  4. Assist with purchasing, bidding, inventory management, asset control, purchase orders, invoices, and contractor coordination in accordance with agency policies. 
  5. Assist in implementing and enforcing agency safety programs in compliance with OSHA, DOT, FEMA and agency policies and procedures. 
  6. Assist with monitoring, investigating, and analyzing accidents, injures, workers' compensation, and insurance claims; review recommended corrective actions from directors and follow up on implementation to reduce risk and prevent recurrence. 
  7. Assist in developing, coordinating, and delivering safety, emergency preparedness, and risk management training programs.
  8. Conduct facility, vehicle, and job site safety inspections; document findings, monitor corrective actions, and maintain required compliance records and reports. 
  9. Assist with the planning, implementation, and evaluation of the agency's emergency management program, including maintaining emergency procedures, coordinating preparedness activities, and supporting disaster response efforts with department directors. 
  10. Assist with inventory and asset control for assigned equipment and supplies and prepare reports as required. 
  11. Any other duties as assigned.

Work Experience
Required
  • Three years of relevant supervisory experience. 
  • Ability to assess situations quickly, think critically, make sound decisions under pressure, and respond effectively to unexpected situations or emergencies. 
Preferred
  • Understanding the six core competencies of risk management and the skills and ability to apply them in the non-profit environment.  
Education/Certifications/Licensure
Required
  • Bachelor's degree
    • Education can be substituted with a minimum of 5 years' experience in managing a safety/operations related department
  • Valid Texas Driver’s License  
  • Must pass background check 
Skills
Required
  • Strong written and verbal communication skills with the ability to effectively communicate with employees, management, contractors, vendors, regulatory agencies, emergency responders, and the general public. 
  • Ability to effectively coordinate multiple projects and communicate across departments to ensure operational efficiency and regulatory compliance. 
  • Demonstrate problem-solving and analytical skills with the ability to identify operational or safety concerns, evaluate alternatives, and implement practical solutions. 
Physical Requirements

If a preliminary offer of employment is extended, a physical will be required before the offer can be accepted.

Light to medium duties include standing, walking, reaching, bending, talking for up to (8) hours a day. Must have good vision. Must be able to lift fifty (50) pounds. Lifting will be primarily confined to occasional on premises lifting of boxes of office supplies and minor office equipment. Non-physical demands include performing multiple tasks simultaneously, the ability to meet multiple deadlines, judgement decisions and working closely with others as part of a team.
